I have a dag with one subdag, inside this one subdag ( level2), there are more than 100 subdags. 
It seems that the concurrency settings on the level2 subdag doesn't work as expected. With concurrency setting at 12 on the level2 subdag, the subdag only runs 4 concurrent jobs.
