Need help to create 2.3.10 JIRA tag

Hi all,

It's the time again.. since 2.3.9 is already released, can some PMC help me
to create the 2.3.10 JIRA tag? so that I can properly set the
affected/fixed version. It'd be even better if someone can give me the
privilege to do so.
