[I] Javadoc references across module boundaries (i.e., cross references) are broken [logging-log4j2]

vy opened a new issue, #4099:

   Browse to [core.LoggerContext] and click to `spi.LoggerContext` link — it returns a 404. Javadoc plugin execution displays a, IMHO, relevant error message too:
   
   ```
   $ ./mvnw javadoc:javadoc-no-fork@generate-site-javadoc -pl :log4j-core
   ...
   [INFO] --- javadoc:3.11.2:javadoc-no-fork (generate-site-javadoc) @ log4j-core ---
   [ERROR] The given File link: /home/vy/asf/logging-log4j2~2.x/log4j-api/target/site/apidocs is not a dir.
   [ERROR] Error fetching link: /home/vy/asf/logging-log4j2~2.x/log4j-api/target/site/apidocs/. Ignored it.
   [ERROR] The given File link: /home/vy/asf/logging-log4j2~2.x/log4j-core/target/site/apidocs is not a dir.
   [ERROR] Error fetching link: /home/vy/asf/logging-log4j2~2.x/log4j-core/target/site/apidocs/. Ignored it.
   ```
