[PR] test(acl): pin the ACL rule view [rocketmq-dashboard]

   ### What
   
   AclRuleVO is one access rule - who (principal), over what (resource with type and pattern), with which actions, and the verdict. It had no test. This pins: the rule round-trips through the builder, and a fresh rule carries no actions.
   
   ### Verification
   
   - New tests on unmodified code: **2/2 green**, checkstyle clean.
   - Regression only (pure Lombok view).
   - Restored: green. Test-only change; no product code touched.
