   ### Ⅰ. Issue Description
   Late Netty channel callbacks submit cleanup to an already-terminated client timer executor. Cleanup is lost and exceptionCaught can itself throw another RejectedExecutionException.
   
   ### Ⅱ. Describe what happened
   [Java 17 CI](https://github.com/apache/incubator-seata/actions/runs/35840434140/job/107113931949), at 10:06:39.478 and during subsequent RM teardown (raw log lines 59037 and 59187), contains RejectedExecutionException from ClientHandler callbacks and Netty warnings that exceptionCaught threw again. The timer executor is reported as Terminated. These are teardown callbacks, not an injected rejected-executor test.
   
   ### Ⅲ. Expected behavior
   Finish releasing the channel and disconnected metadata even if shutdown wins the submission race. A rejection from a still-running executor must remain visible.
   
   ### Ⅳ. Reproduction
   Stop a client's timerExecutor and invoke ClientHandler.channelInactive or exceptionCaught with a valid channel. The original implementation rejects submission. Stopping messageExecutor too instead makes channelInactive return before cleanup and event propagation.
   
   ### Ⅴ. Notes
   Avoid relying solely on isShutdown before execute: shutdown can happen between the check and submission.
   
   ### Ⅵ. Environment
   Seata 2.8.0-SNAPSHOT at 96e84e52f; Java 17.
