OEB problem - to Scott

I have a funny thing happening (actually not so funny since what I'm
developing
goes into alpha quite soon) with this:

I have this src:

<?xml version='1.0'?>
<!DOCTYPE html PUBLIC "+//ISBN 0-9673008-1-9//DTD OEB 1.0 Document//EN"
"/Oeb/oebdoc1.dtd">
<html>
<head>
 <title>Layout Test</title>
  <meta name="keywords" content="layout" />
  <meta name="author" content="Garret Wilson" />
</head>
<html>

If I parse this through my xsl file (and the xsl file is correct), then
all the
elements are ignored but its content copied over to the output file.
However if
I remove  the second line above(<!DOCTYPE html PUBLIC "+//ISBN
0-9673008-1-9//DTD OEB 1.0 Document//EN"
"/Oeb/oebdoc1.dtd">) . Then the output file contains all the elements
as it should be... any ideas whats happening?

Please find enclosed (As attachments labelled source.xml, XSLFile.xsl,
IncorrectOut, CorrectOut) the source file, xsl file, wrong output (if
that 2nd
line is included) and correct ouput(if 2nd line was not included).
