[Xalan] Discussion about XLIFF version

The Xalan-C localization library uses XLIFF version 1.1 and is compatible
with XLIFF version 1.2.  I am wondering about whether it is appropriate
to refactor the message library to use XLIFF version 2.0.

We probably need some comments from the community that does linguistic
translations.
