While working on SOLR-5750 (Collection level backup/restore), I read the code for RestoreCore and I'm confused why the "prefer local copy" logic is expressly avoided for these file extensions: .si, .liv, and the segments_.  Why these files?  It seems arbitrary and there are no comments saying why.  Do you know [~varunthacker]?
