[NOTICE] Begging a thousand pardons...

In what appears to be a combination of hubris, lazyness and sleep
deprivation, I posted a broken change for VelocityServlet.java.  It was
just plain stupid.

It is fixed now : if you got a CVS update or a nightly snapshot since
about 6pm EST on Wednesday until now, please update.

My penance will be to add a Cactus test case to the testbed.
