Just checked. There are no implementation of this abstract class and it is really not in a public package of that module.

Assigned to Jarda, as he is marked as author of this. It should be either removed, or properly exposed.

I could see a use for arranging/resizing dialogs on multi-monitor setup, though there is an other kind of implementation for that already in place.
