Description:
PLT 16.3.3 defines how HttpServletRequest methods should work within a portlet. Jetspeed's impl is different from Pluto's here.

This issue should be closed when all PLT.16.3.3 methods are testing and working. I noticed that the Pluto Test Suite doesn't test 16.3.3.
However Pluto was handling it correctly.
