Retirement process

Hi Weex dev,

According to the retirement process[1], I added the RETIERED.txt to
the repos of weex.
I also created a JIRA[2] for it, as we need to transfer the
incubator-weex-* repo to Alibaba group.
Please ping me if you have any questions about it.
