[c++] Install broken by recent commit.

Steve, I think one of these commits
   r780088     shuston
   r780087     shuston
   r780060     shuston
broke the install target by renaming README to README.txt. Build output attached.

I'm not sure but I think LICENSE/INSTALL/README may be considered standard 
filenames for Apache projects.

Right - the reason this was changed is to make the examples README
open more directly via Windows Notepad - it's assumed that the
examples README will be high on the list of beginners scanning for
what to look at first.

I checked in a change to fix this...

...but obviously if there *are* any strict rules around this then the 
fix and the change would need to be backed out. (I would be a little 
surprised if README.txt wasn't considered valid though).
