   For Airflow stable API request of listing task instances:
   GET
   /api/v1/dags/~/dagRuns/~/taskInstances?limit=3&offset=1&order_by=start_date
   
   {

   The list is returned in random order.
   
   
   
   ### What you think should happen instead?
   
   In the Airflow stable API, the task listing API's should support pagination.
   They do support "offset" and "limit" but not the "order_by", which is needed for pagination.
   The list is returned in random order.

   https://airflow.apache.org/api/v1/dags/~/dagRuns/~/taskInstances/list

   `order_by` seems to be supported in list task instances endpoints in Airflow 3. Since this is a Airflow 2 request I guess this can be closed.

   I don't understand why we are considering `order_by` when mentioning `pagination` but both are supported in airflow 3.x and this feature will not be developed for airflow 2.x.
