[VOTE] Release Apache Traffic Server 5.1.0 (RC1)

Hello All,

Due to issue with building OmniOS, we had to respin the release candidate. This is RC1. It should be functionally the same, the changes were renaming equivalent types and changes to include file ordering.

Changes since 5.0.0:

+1 - Tested RC1 with Fedora 20 and I have been running RC0 in production on RHEL 6 for a few days without any issues.
