[xerces2]simpleType redesign - AbstractNumericDV

Hi,
	Attatched is modified AbstractNumericDV

	 Added method getErrorString() for error handling in AbstractNumericDV 
as it will be used by different DV classes to get proper error message.
It is on the same lines as we were doing earlier, using DatatypeMessageProvider
to get proper message.
