    Resolution: Won't Fix

This is the way it used to be, however there are numerous issues with the way Visual Studio loads and detects changes to a project file.
While this makes sense for CLI based workflows, it is a nightmare anyone who opens VS and attempts to simply add a file.
In the interest of not having different implementation for different workflows, we should leave it the way it is.
