Argument order for SubversionException

Hi Eric,

The argument order for SubversionException is still causing some
problems for me when exceptions are being raised from the libraries. The
attached patch fixes it for me, but I'm not sure if it is correct.

Fixed in r28485, thanks.  I didn't use your patch because I think
the place to fix was in Python, but I did notice you had some
other changes mixed in.  Just FYI, for the next time :)
