I have copied the current keys to http://www.apache.org/dist/incubator/devicemap/KEYS by updating https://dist.apache.org/repos/dist/release/incubator/devicemap/KEYS as you suggest.

https://people.apache.org/keys/group/devicemap.asc is the canonical source and that's generated automatically when people add their keys at id.apache.org, so update instructions are not really needed - someone will just need to redo the above copy when keys change.
