Issue with DebeziumIO for Postgresql Cloud instance RDS AWS

It is noted that the changes from the AWS RDS postgresql instances are not captured when the DebeziumIO is used. Embedded debezium library was checked with the Apache Beam 2.34 and 2.36 without any issues. Issue is already addressed in [BEAM-12993] DebeziumIO cannot connect to cloud Postgres instances - ASF JIRA but not updated to the P1.
