No, unless PerlPassEvn or PassEnv is used. I suppose that this is something
that httpd does especially for win32. Please run this script:
print "Content-type: text/plain\n\n";
print "$_\n" for sort keys %ENV;
I get:
DOCUMENT_ROOT
GATEWAY_INTERFACE
HTTP_ACCEPT
HTTP_ACCEPT_LANGUAGE
HTTP_HOST
HTTP_USER_AGENT
MOD_PERL
PATH
QUERY_STRING
REMOTE_ADDR
REMOTE_PORT
REQUEST_METHOD
REQUEST_URI
SCRIPT_FILENAME
SCRIPT_NAME
SERVER_ADDR
SERVER_ADMIN
SERVER_NAME
SERVER_PORT
SERVER_PROTOCOL
SERVER_SIGNATURE
SERVER_SOFTWARE
UNIQUE_ID
Once I see yours we can pick some other env var which is not in both outputs.

Sigh ... Coming back to this now, the test of course now
works, in that $ENV{HOME} is indeed undefined. It must have
been because Mars was too close to us when I tried it
before ...
