afs opened a new pull request #710: JENA-1005: Switch from log4j1 to log4j2

This covers
- testing
- commands
- Fuseki (all variants)
The only place not migrated is jena-jdbc which directly controls log4j1. This may be user visible.
All dependencies related to that are moved into jena-jdbc/pom.xml so it is cleanly isolated.
Unmodified use of Fusek is unchanged.
But if a user is deploying with customized logging, they will have to rework their logging for log4j2.
For Jena code library users, they set their own logging anyway and should be unaffected.
There are now no /pom dependencies. JUnit is pushed down to the java modules. slf4j-api is a dependency of jena-base.
