> To reproduce:
> Use gfsh to create a cluster with a locator and 2 servers, "s0" & "s1".
> Create a disk-store and a PERSISTENT_REPLICATE region.
> Do some region operations.
> Stop "s0".
> Stop "s1".
> Restart "s0" using the existing cluster configuration. It will be in an initializing state, waiting for the disk-store for "s1".
> In Gfsh run 'show missing-disk-stores'
> * The command will hang.
