preGoal before any goal
Is it possible define a kind of preGoal action in
maven.xml, which would be executed at the beginning
before any other goal?

I've thought it over and I saw I don't really need it
in my project. However I see the need for it as it has
been discussed in "Overall preGoal in parent
maven.xml?" thread.

That is definitely not recommended. Nothing should be used outside of
goals because it by passes the main processing mechanism. We should have
just disabled anything from working outside goals.
