If parseprojects.py cannot access a DOAP because of a network error, it should not necessarily treat the file as obsolete.

Also there appears to be a second exception when handling the first; it's not clear if this is a bug in the Python library or in the script. See attached log.

Ideally the script should include more info in the e-mail it sends at the end (e.g. it could store the first N failed fetches)
