Mesos community recommendations

Hi all,

I've been involved lately because I was a candidate for the Open Source
Advocate position ( https://twitter.com/jobs/positions?jvi=oXx4Wfwe,Job
) at Twitter.

As part of my interviews I was asked to come up with suggestions for
nurturing the Mesos community, in the form of a one-year plan broken
down into different time periods.
