[I] AIP - 68 AI Rules for templated react projects [airflow]

### Body
It would be a nice improvement if the React plugin template generator could be configurable and ask the user if he wants some AI rules to be included in the generated template.
That could help users, especially those that are not familiar with React to get started quickly.

This is not meant to discourage your contribution — quite the opposite! You are still very welcome to work on this issue and submit a PR for it. Simply comment that you are working on it and open a PR when ready.
We found that formal assignments were not working well, as they often prevented others from contributing when the assignee was not actively working on the issue.

I think the best option is to make those rules "markdown files" and they should be hardcoded in the template generator.
When running the template generator, it should ask the user if he wants to include such AI agent coding rules, and if answered yes, the directory containing the rules should be copied over. If answered no, we should skip this step.
Each AI tool (cursor, etc...) has their own way of specifying them, in cursor they need to be in a `rules` directory, and file extension `.mdc`, I don't think we can handle all cases at this point, so just moving markdowns to `ai-agent-rules` and inform the user that he needs to update them depending on their IDE / AI agent is a good start
