See Bug 21260. Same problem. Now for 2.2.0 instead of 1.3.x

The CacheMaxExpire directive is not enforced as stated in the documentation 
(quote: "This restriction is enforced even if an expiry date was supplied with 
the document").

Apparently ap_cache_check_freshness in modules/cache/cache_util.c doesn't look
at the value of CacheMaxExpire at all.
Attached is a simple patch.
