Re: [Proposal] Migrate to Dependency on commons-resources

I'm looking at taking on (2) below as my first contribution to Struts.  Let 
me know if you have any specific suggestions or don't think it's something 
that should be worked on right now.

Unit test for o.a.s.u.MessageResources + friends

Moments ago I uploaded a zip file containing unit tests for 
o.a.s.u.MessageResources and its three friends as an attachment to bug 
16792.  This is the first step in rewriting them to run on top of 
commons-resources.

I'd be particularly interested in your feedback on whether the quality of 
the unit tests is at the right level.
