Open a ticket with Infra to have website and downloads chgrp'd to attic

DONE:

* Inform users - I assume this was done.
* Update website with Attic notice - The website appears to have been downloaded.
* Update HEADER.html in downloads - No longer on dist.apache.org.
* Update the project DOAP file - No DOAP file apparent.
* Create page on Attic site - DONE
* Announce on announce at apache.org - No point doing this.
* Turn off automated builds - No sign of any CI
* Make JIRA read-only - DONE
* Close down mailing list - DONE (I was unable to subscribe to the -dev)

TODO - see if the below are done:

* Point SVN mails to general at attic
* Make SVN read-only
