   This is just for the docs: https://github.com/apache/couchdb/blob/3.1.0/rebar.config.script#L153
   
   The reason here is that we need to tag the release notes before calling the release vote, but we can’t change the git tag of the main repo after the vote. If we wanted the tag to be clean, the bundled documentation would no include the release notes, which is sub optimal, and a worthwhile trade off includes keeping the tag in a file that almost nobody looks at ;)
