In TSocket.Open, when connect timeout happens, we [wrap it into TTransportException with type NOT_OPEN|https://github.com/apache/thrift/blob/e27e82c46ba4d46c2c3267701191cdc26614f739/lib/go/thrift/socket.go#L169], but in TTransportException.Timeout [we only treat TIMED_OUT as time outs|https://github.com/apache/thrift/blob/e27e82c46ba4d46c2c3267701191cdc26614f739/lib/go/thrift/transport_exception.go#L75]
