Environment: Windows XP SP1, J2SDK 1.3.1_11, Maven MAVEN-1_0-BRANCH, Ant 1.5.4

Description:
When I build maven (ant -f build-bootstrap.xml), the ChangeLog test fails because it doesn't find org/w3c/dom/Node.
It must be due to the jdk 1.3 which doesn't include the XML standard API.
