on my installation of 1.3 putting a file README into a directory is accepted
when there is no README.html. In fact, in a directory where there is a
README.gz, and no mime-type for .gz is defined for the server, it displays the
content of the gzipped file as garbage graphic characters. Which would be a bug
if it does the same in version 2.0+
