link to signing FAQ

might be a good idea to link
http://www.apache.org/dev/release-signing.html from the bottom of
http://incubator.apache.org/uima/downloads.html. it's a FAQ mostly
based on questions from confused users over the years. helps to stop
reduce emailing.
