Might i suggest an editor like the PDE?  You could use EMF to map the pom to an ecore model.  A multi page eclipse forms editor would make POM editting a snap.

Also, we use WTP all the time (1.0) and it's great.  We do not install eclipse without WTP now.  In my opinion it should now be part of the base eclipse.
