FIN_WAIT_2s and IRIX

SGI patch #1703 for IRIX 6.2 fixes:

          o Bug 458244: TCP connections hang in FIN-WAIT-2 and   
            never get cleaned up.                                  

along with a bunch of other stuff.  Patch #1778 is the one for 6.3, and
5.3 takes #1654.

If someone (perhaps Dean when he comes back to the living...) could verify
that they actually work it would be nice.
