The sizing of the filename column has been addressed by the
addition of a NameLength keyword to the IndexOptions
directive.  A value of '*' means 'the length of the longest
filename.'  This feature will appear in the next release of
Apache after 1.3.1.  The sizing of the description field
will probably be implemented the same way shortly, but it
isn't there yet -- so I'm not closing this report at this
time.
