Mini-XML is a library that we would like to be able to consider using, but the license isn't just straight ASF 2.0. It says it is Apache License 2.0, and has a LICENSE file which is Apache 2.0, but it also has a NOTICES file which has this funny exception in it, which I think is intended to also allow it to be used with GPL software.

And that's where my lack-of-expertise in software licenses suggests I need expert guidance. 

We need an option/ruling/guidance about whether this Mini-XML software library can be used by Apache Daffodil (Incubating) project as something users of our stuff would be dependent upon.
