Hey [~ipv6guru], thanks for taking a look at this issue. I'm going from only reading the docs, so apologies if I misunderstand something.

Attached is a screenshot of what I now see when editing a filter. Based on your change, I can now share this filter, which I've done for all users.

However, this does not let me create subscriptions for others. I believe this requires the "Manage Group Filter Subscriptions" permission, which allows a user to create subscriptions for others.

Does what we're trying to achieve make sense? Basically we want a daily message to the dev list of patches that are ready to review. I'm totally open to any method of making that happen.
