Test for this needs to be included as is currently in excluded list, timeout to be configurable for testing purposes (or make value protected and subclass for testing). *Think* connection policy values should be multiplied together to arrive at actual failover timeout time - but this is not the effect as the timer is not reset correctly either. 

Any fix to be thoroughly tested - any manual test of original fix would have shown this issue up immediately.
