Here is the patch with the fix for this issue. I have also attached a PDF showing off this issue. As you can see from the FO, the only difference between the two red square SVG drawings are that one uses the content-width and height and obeys the source-resolution, and the other does not and therefore uses a default 72.

There is also a separate small issue with XGC which I will post in a related patch relating to it scaling images on that side. To avoid it scaling an image twice, the change will simply be to make FOP do the scaling. Please post if you have any concerns or comments.
