[RESULT] [VOTE] 2.7.0 release candidate 3

I will now ask the Incubator PMC to allow us to release, so this

You can follow the release vote in the IPMC by following the thread at
general@incubator.apache.org. You can either subscribe to that list by
sending mail to general-subscribe@ or you can follow it on the web at:

Keep in mind that the release isn't done if that vote passes: I'll
still need to upload it to the right places, wait for the mirrors to
catch up, and do an announcement.
