I found Xalan needed ICU.
Xalan could load xml in ECU-JP.
But, when XSL has "<xsl:output method="xml" encoding="EUC-JP"/>",
Xalan forced multi-byte code character change entity strings(several 
characters)! Oh,my goddess!

P.S.in Libxml, do not do that. Xalan is more inferior than Libxml ?
