* COMMITTERS: Mark some email addresses which are bouncing.
Bounces were collected after sending hackathon invitations to all partial
committers not listed as dormant.

If we move them into a difference section then we should also make
a note of which section they were originally in. I don't think we
really need to move them, though.
And I think we should *never* remove any name from COMMITTERS.
Unless someone removes their own name, the name should stay.
COMMITTERS as a list of people who have accounts with the ASF is just one
of many ways this list can be used. It has value for other purposes.
For instance, what if some of these people listed involvement with Subversion
on their CV and apply for a job? Someone wishing to verify the person's
involvement with Subversion might take a look at COMMITTERS.
I doubt anyone will be bothered to check the log or old revisions if
they cannot find the name there. Not showing up on that list makes
it look as if the applicant was dishonest.

Fine with me, though I don't think it's necessary.
Basically, I've put the notes about bounces in there so that people
who want to try to contact one of these people will know upfront
that they'll have to use some other way of contacting them. That's all.

However, removing names from COMMITTERS seems like we dismiss our own
historical contributors. I'd prefer to move them to a "dormant
committers" or "uncontactable committers" or "emeriti" section.

Oh, I'm not claiming we do some irrevocable revocation of their commit
privileges. The fact is that they just don't currently *have* commit
access. They couldn't even commit if they wanted to, due to the lack
of an account at the ASF.
I don't think we have to forget these folks (who have obviously given
valuable contributions in the past), just that it makes little sense
to call them committers, since they can't commit.

We could cross this list with a similar one I sent to private@ a few
months ago when trying to contact the various translators.

folks have not filed CLAs, and in which case, they don't have commit
