[PR] Remove dead credential email-notification subsystem [airavata]

   Removes a fully self-contained, unreferenced cluster under `credential-service/util`: `NotifierBootstrap`, `EmailNotifier`, `EmailNotifierConfiguration`, `EmailNotificationMessage`, `NotificationMessage`, `CredentialStoreNotifier`, and `EmailNotifierTest`.
   
   The classes only reference each other and are reachable only from the dead `NotifierBootstrap` entry point — nothing wires them (0 external references across both repos). No behavior change.
   
   ## Test plan
   - `mvn install -DskipTests` (full reactor, compiles test sources) green.
   - Grep: each member has 0 references outside the cluster.
