*  Moved checkstyle specific configs to build-tools module.
*  Removed property <checkstyle.failOnViolation> in all child modules since it is disabled in parent pom. (Can be added if we need to override parent pom checkstyle configs)
*  'mvn install' works fine within child modules. 
*  Verified by building whole project with m2 cache cleared.
