[PR] HDDS-13996. Skip Hugo build in unrelated checks [ozone]

## What changes were proposed in this pull request?
Documentation is verified in _docs_ check. Other checks like _findbugs_, _integration_, etc. are unrelated to Ozone docs, and so can skip installing and running Hugo.
This reduces check time by a tiny bit. More importantly it removes a source of potential unrelated failure (e.g. network errors).
