Tomas,
As per Keith's comments above, we need to change OverflowPolicyHandler to be able to verify that message can be enqueued, rather than enqueuing message and deleting it later when policy is enforced. I am going to implement the suggested changes on top of your work (as in the latest attached patch). Hopefully, it will not take long.
