   Pushed a fix for the CI failure directly to this branch.
   
   `t/stream-node/tls.t` TEST 9 declared an HTTP `--- config` block but no `--- request`, so test-nginx bailed out with `Request line should be non-empty` and aborted the whole `t/stream-node` run before TEST 10/11 ever executed.
   
   Also aligned the vault setup block with the other secret tests (`@file` instead of `$(cat ...)`, exact `vault kv put` output).
   
   Verified locally that TEST 6-11 pass with the fix and that TEST 7/11 fail without the `apisix/init.lua` change (`err: no value` for `$ENV`, `err: no secret conf` for `$secret`).
